Mekong-Lancang Cooperation: A Beacon of Win-Win Collaboration

Phnom Penh, March 19, 2024 - The Mekong-Lancang Cooperation (MLC) mechanism has been hailed as a paradigm of effective win-win collaboration, consistently facilitating significant progress and strengthening partnerships. Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International, SOK Chenda Sophea, lauded the MLC mechanism in a congratulatory message marking the Eighth Anniversary and MLC Week 2024, from March 18 to 24.

The Deputy Prime Minister remarked, "The inception of the Mekong-Lancang Cooperation in Sanya in 2016 was a testament to the shared vision of our six leaders to foster peace, stability, and comprehensive development, building a community with a shared future of peace and prosperity for our people and beyond. Over the past eight years, MLC has soared to new heights as a model of win-win cooperation, bringing about consistent progress and fostering enhanced cooperation."

He emphasized the mechanism's role in driving the region's sustainable development and long-term growth, particularly through the implementation of the Five-Year Action Plan for 2018 to 2022, which has produced tangible benefits for the people of the participating countries.

Despite the challenges posed by geopolitical uncertainties and complexities, the MLC framework has steadfastly pursued its practical objectives. The Fourth MLC Leaders' Meeting in December 2023 witnessed the adoption of the Nay Pyi Taw Declaration, which outlined commitments to develop the Lancang-Mekong Economic Development Belt and explore opportunities in science, technology, and new energy fields.

Additionally, a new Five-Year Plan of Action for 2023 to 2027 was agreed upon, focusing on innovative models of tourism cooperation and the inclusion of youth through initiatives like the Mekong-Lancang Youth Tourism Ambassador web portal.

The meeting also saw the introduction of Joint Initiatives on Lancang-Mekong Cooperation Innovation Corridor Development, aiming to boost collaboration in science, technology, and innovation across various sectors.

The MLC Special Fund continues to be a vital source of funding for projects across diverse areas, from rural development to women's empowerment. The Deputy Prime Minister expressed gratitude to the Government and people of the People's Republic of China for their unwavering support of the MLC framework.

He asserted that MLC plays a complementary role alongside other regional mechanisms and initiatives, contributing to inclusive growth, digital economic development, and the broader goal of regional integration and ASEAN community building.

SOK Chenda Sophea expressed confidence that the MLC framework would persist as a positive force in the region, supporting a shared future and prosperity for all.
